Item Reduction

Item Reduction can be done at any Reduction Blacksmith for a Lant charge, or via the Item Mall tool for free.
The Max amount of Basic Xeons possible per item differs dependent on its Grade and Level.
If you are looking for particular xeons, hopefully the chart below will help. This shows the possible gain from reduction.
